The school/ College/ University/ Other Institution / Establishment or Open Troop/ Mohalla Dal who wants to initiate the Scouting and Guiding Program in their respective institutions, the first thing they have to do is to register the Group viz. Cub Pack/ Bulbul Flock, Scout Troop/ Guide Company, Ranger Team/ Rover crew respectively in their institution. It is compulsory to complete the due formalities of the registration form of the State H.Q. The State Headquarter will give the Charter to the Institution only after the completion of the due formalities of the respective District Organization.

Details of the work an Institution has do after the registration of the Group

• It is compulsory for the Teacher(s) from the institution to undergo the Basic Training in order to run their respective Group. The Lady teacher will be designated as Guide Captain and the Male Teacher will be designated as Scout Master.
• After the training the trained teachers has to fill in an application form and after completing the due formalities of the District Organization has to submit it at the State Headquarter. After completing the formalities the State Headquarter will issue the Charter for the School and Warrant for the Guide Captain and Scout Master in recognition of successful completion of the required formalities. After which only Guide Captain and Scout Master becomes eligible to fill the Application forms for State award and President award of their respective Cub/ Bulbul, Scout/ Guide and Ranger/ Rover.
• The Application form for the registration of the Group is to filled separately for each group that is registered with State Headquarter.
